APPLICATION by NACC Shipping Canada Limited, pursuant to the Coasting Trade Act, SC 1992, c 31 (Act), for a licence.

NACC Shipping Canada Limited applied, through its representative, to the Minister of Public Safety and Emergency Preparedness (Minister), for a licence to use the "NACC ALICUDI", a pneumatic cement carrier registered in Malta, to load and transport approximately 35,000 metric tonnes of cement, in multiple loads, from Bath, Ontario, and/or Trois-Rivières, Quebec, and/or Port Daniel-Gascons, Quebec, and/or Mississauga/Clarkson, Ontario, to be discharged in Toronto, Ontario, and/or Argentia, Newfoundland-and-Labrador, and/or Long Pond, Newfoundland-and-Labrador, and/or Corner Brook, Newfoundland-and-Labrador, and/or Québec, Quebec, and/or Montréal, Quebec, and/or Côte-Sainte-Catherine, Quebec, and/or Oshawa, Ontario. The activity will start on or about November 12, 2021 and will end on or about December 31, 2021.

To support the licensing process, the Canadian Transportation Agency (Agency) must determine under section 8 of the Act whether a suitable Canadian ship is available to provide the service.

Agency staff gave notice of the application to the Canadian marine industry and no Canadian ships were offered. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.

The Minister considers the Agency's Determination in deciding whether to issue the licence. This Determination is not an authority to operate.
