Formal Written Submissions

Thank you for your contributions to the Canadian Transportation Agency’s consultation on Air Services Price Advertising Regulations. This online consultation closed on February 26, 2012.

You can continue to read participants’ contributions in the Idea Forum and Formal Written Submissions sections.

The input received will contribute to the Agency’s drafting of airfare price advertising regulations. These will be published in Part I of the Canada Gazette in the coming months to give all Canadians the opportunity to review and comment on the draft regulations. It is expected that the final regulations will be published in Part II of the Canada Gazette later this year.

We are in interested in receiving input from a broad base of stakeholders, industry experts and consumers. The Agency has prepared Background and Considerations for Air Services Price Advertising Regulations to provide background information which may help you in providing your views concerning the development of air services price advertising regulations. We encourage you to read this paper and to visit the Web Sites of Air Carriers providing service in countries that have enacted airfare price advertising rules.

Once consultations are completed, the Agency will draft proposed regulations which will be published in Part I of the Canada Gazette. This will give all Canadians the opportunity to review and comment on the draft regulations. It is expected that the final regulations will be published in Part II of the Canada Gazette by the end of 2012.

Submissions can be uploaded to the site in one of two ways. They can be made in a text-only format or as a document upload with a summary in text format. All participants are required to register before adding their submission.

Stakeholders will need to provide the following elements as part of their submission:

  • Organization and/or author’s name;
  • A title for the submission;
  • Submission text (or upload or email a document);
  • An executive summary or abstract may be included [500 word maximum];

There are other ways for interested organizations or individuals to contribute to the consultation, including an idea forum, where participants can post ideas, rank ideas and comment on those from others.

Je remarque que les transporteurs se font égorgés par les grands aéroports. Pourquoi ne pas faire comme partout ailleurs et permettre l'ouverture d'aéroports de banlieue ce qui permettrait de diminuer les frais de manière substantielle et cela permettrait de mettre les aéroports en concurrence. If you see a fare that says Charlottetown to Calgary for $300. You should be able to book the the fare for $300 and not one cent more. All airline companies must be regulated by the same rules of advertising. The prices quoted should include all taxes and costs to the airline. Carry On Luggage

Please enforce the carry on luggage rules. Too many times I have flew only to find no over head storage room. There is never enough capacity especially when the carry on rules are the same for a smaller capacity jet with smaller capacity overhead storage such as the CRJ's. A womans purse should be considered as one carry on. Purse size doesn't seem to matter but equates to three carry on's. (Sizable purse plus two carry on's) Carry on luggage is abused. Reduce taxes so we can keep our money in Canada
Why do our airfare taxes have to be higher than the actual cost of our flight? It's cheaper for Canadians to drive across the border and get a flight from the U.S. What a shame that we have to keep giving our money to the US because our taxes are too expensive here.

Airlines should have to list all of the costs, over and above the "ticket price" and provide a link or source to consumers, so they can calculate the total cost of the seat. I believe that public pressure and competition will sort out the rest.

Ticket buyer should clearly see both the base ticket cost AND total ticket price from the start of the buying process. Taxes and fees should not be hidden in a single total cost.
Lumping taxes and fees in with base ticket prices enables add-on costs to be hidden. I want to see them, and be aware when they are going up. Over the last few years I have done a lot of pricing for various trips and have found it very frustrating when pricing out a trip and not having all costs shown up front. In the last 2 years I have priced trips to the US, Canada, South Pacific and recently to Europe.
