Guide to Railway Charges for Crossing Maintenance and Construction: Comparison of the 2013 and 2014 editions
Following the July 1, 2013 update of the Guide, the Agency undertook an extensive review of the overhead rates applied to the construction, upgrade, and maintenance of crossing warning systems.
The Agency's findings are reflected in the July 1, 2014 edition of the Guide.
The review was initiated to ensure that the overheads being included in the calculation of the rates continue to accurately reflect the costs associated with the crossing related activities. It involved a detailed examination of the:
- specific railway company activities to plan for and execute crossing construction and maintenance projects; and
- specific activities that enable and support such projects.
This in-depth review of the structure of the overhead rates concludes the major review started in 2013 of the methodologies and data used to estimate the costs incurred by railway companies in performing crossing construction and maintenance projects.
The review, the first in-depth examination in several years, conforms to the Agency's practice of periodically updating and modernizing its regulatory products.
