OC Transpo Implements Corrective Measures for Persons With Disabilities

OTTAWA - November 30, 2007 - Today, the Canadian Transportation Agency issued a final Decision No. 610-AT-MV-2007 concerning the failure of OC Transpo drivers to call out major or requested stops for persons with disabilities.

The Decision confirmed that OC Transpo did not object to implementing the corrective measures proposed in the Agency's interim Decision No. 200-AT-MV-2007, dated April 25, 2007.

OC Transpo has confirmed to the Canadian Transportation Agency that it has already implemented most of the corrective measures. On the basis that OC Transpo will implement, within a reasonable timeframe, its plan for ensuring compliance and monitoring of its policy for the calling out major and requested stops, the Agency is satisfied that OC Transpo has adequately addressed the corrective measures.

The measures as outlined in the Agency's decision are as follows:

  • Modify its policy handbook referred to by its drivers to clearly state that major and requested stops must always be called out.

  • Modify its policy to require that its drivers consistently use, where available, a public address system to announce major and/or requested stops; and to specifically set out the alternatives to ensure that operator announcements are clearly heard by the person in cases where a public address system is not used.

  • Ensure that the Global Positioning System is always activated once installed.

  • Incorporate into its training program situations dealing with difficulties that are experienced by persons with visual impairments when major or requested stops are not called out.

  • Monitor compliance with OC Transpo's policy.

The Canadian Transportation Agency is an independent quasi-judicial tribunal which operates like a court to render decisions on a case-by-case basis. The Agency's jurisdiction with respect to persons with disabilities is stated in Part V of the Canada Transportation Act, which is to ensure that persons with disabilities have proper access to effective transportation service. The Agency makes decisions and orders to eliminate undue obstacles, as part of its mandate, to the mobility of persons with disabilities in the federal transportation network.
