Date of Issuance: January 15, 2010

On or about August 8, 2009, G5 Executive AG operated an air service between Seattle, Washington, USA and Calgary, Alberta, Canada, to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

Northwind Aviation

Date of Issuance: January 12, 2010

On or about May 20,2009, North Wind Aviation (2001) Ltd. did operate an air service between Goose Bay, Newfoundland and Labrador Canada (CYYR), Narsarsuaq, Greenland (BGBW) and Goose Bay, Newfoundland and Labrador Canada (CYYR), using an aircraft bearing registration C-GXBF, to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

Between June 11, 2009 and June 12, 2009, both dates inclusive, North Wind Aviation (2001) Ltd. did operate an air service between Hopedale, Newfoundland and Labrador Canada (CYHO), Nuuk, Greenland (BGGH) and Goose Bay, Newfoundland and Labrador Canada (CYYR), using an aircraft bearing registration C-GXBF, to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

Air Liaison

Date of Issuance: January 4, 2010

On or about June 23, 2009, Air Liaison publicly offered for sale an air service and did cause to be sold a publicly available air service without a Canadian Transportation Agency licence in respect of that service, thereby contravening paragraph 59 of the CTA.

EFS European Flight Service AB

Date of Issuance: December 4, 2009

Between March 4 and 6, 2009, both dates inclusive, EFS European Flight Service AB operated an air service between Boston, Massachusetts, United States and Toronto, Ontario, Canada, to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

Between July 4 and July 6, 2009, both dates inclusive, EFS European Flight Service AB operated an air service between Sondre Stromfjord, Greenland, Stephenville, Newfoundland and Labrador, Canada, Toronto, Ontario Canada, Iqaluit, Nunavut, Canada, and Akureyri, Iceland to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

Issuance Date: December 4, 2009

On or about December 22, 2008, Huron Flight Centre has violated section 59 of the Canada Transportation Act at or near Sarnia, Ontario.  Huron Flight Centre did cause to be sold a publicly available air service without a Canadian Transportation Agency licence in respect of that service.

On or about June 22, 2009, Wayfarer Aviation Inc. operated an air service between Minneapolis, Minnesota, United States of America and Vancouver, British Columbia, Canada to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act

Date of Issuance: November 30, 2009

On or about the March 10, 2009, Worldwide Aircraft Services Inc. / Jet ICU operated an air service between Cancun, Mexico and Moncton, New Brunswick, Canada to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

On or about the March 30, 2009, Worldwide Aircraft Services Inc. / Jet ICU operated an air service between St. Petersburg, Florida, USA and Toronto, Ontario, Canada to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

Merlin-Air Custom Charters Inc.

Date of Issuance : November 17, 2009

Merlin-Air Custom Charter Inc. has violated section 59 of the Canadian Transportation Act in that, on or about October 27, 2009, Merlin-Air Custom Charters Inc. publicly offered for sale an air service by displaying signage under the name Merlin-Air Custom Charters Inc. and by producing business cards indicating various point to point destinations in British Columbia without holding an Agency licence.

British Airways Plc

Issuance Date: November 10, 2009

British Airways has violated subsection 8.5(5) of the Air Transportation Regulations, SOR/88-58, as amended, in that by offering for sale publicly available code-shared flights between Calgary, Alberta, Canada and Chicago, Illinois, United States of America, then continuing to London, Great Britain. British Airways did not advise at the point of sale that these flights required Canadian Transportation Agency approval. The code-share agreement between British Airways and American Airlines had yet to be approved. At the time of sale, British Airways did not comply with the terms and conditions of its scheduled international licence.

Date of Issuance: October 29, 2009

On or about November 4, 2008, Pace Aviation Services Ltd. operated an air service between Elliot Lake, Ontario and Sarnia, Ontario to transport passengers, without holding a licence issued in respect of that service thereby violating paragraph 57(a) of the Canada Transportation Act

On or about November 10, 2008, Pace Aviation Services Ltd. operated an air service between Sarnia, Ontario and Elliot Lake (via Kitchener), Ontario to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

On or about November 12, 2008, Pace Aviation Services Ltd. operated an air service between Elliot Lake, Ontario and Sarnia (via Hanover), Ontario, to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

On or about November 20, 2008, Pace Aviation Services Ltd. operated an air service between Kitchener, Ontario and Port Huron, Ontario and Washington, D.C., USA and Sarnia, Ontario to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

Date of Issuance: October 28, 2009

On or about July 25, 2009, Spring City Aviation, Inc. operated an air service between Waukesha, WI, USA and Thunder Bay, Ontario, Canada to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

On or about August 1, 2009, Spring City Aviation, Inc. operated an air service between Thunder Bay, Ontario, Canada and Waukesha, WI, USA via Duluth, MI, USA, to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

Trinity Air Ambulance operated an air service to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

Date of Issuance : October 6, 2009

On or about April 15, 2009, Med Jets violated subsection 74(2) of the Canada Transportation Act by not complying with the terms and conditions of its non-scheduled international licence by operating publicly available flights between Honduras and Ottawa, Ontario, Canada.

Date of Issuance : September 28, 2009

On or about July 29, 2009, Florida Jet Service, Inc. violated subsection 74(2) of the Canada Transportation Act by not complying with the terms and conditions of its non-scheduled international license by operating an air service, between St. Maarten, Netherlands Antilles and Toronto, Ontario, Canada without obtaining the required authority.

Date of issuance: September 23, 2009

On or about September 14 and 21, 2009, ExecuFlight violated subsection 74(2) of the Canada Transportation Act by not complying with the terms and conditions of its non-scheduled international license by operating publicly available flights between Belize City, Belize and Winnipeg, Manitoba, Canada.

Thunderhook Camps Inc.

Date of issuance: August 26, 2009

(1) On or about July 31, 2009, at approximately 0845 hrs, Thunderhook Camps Inc. operated an air service between its Smoothrock Camp and its water base near Armstrong, Ontario using a Cessna 180 aircraft bearing registration C-FSRQ, to transport luggage, without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

(2) On or about July 31, 2009, at approximately 0950 hrs, Thunderhook Camps Inc. operated an air service between its Smoothrock Camp and its water base near Armstrong, Ontario using a Cessna 180 aircraft bearing registration C-FSRQ, to transport luggage, without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

(3) On or about July 31, 2009, at approximately 1000 hrs, Thunderhook Camps Inc. operated an air service between its water base and its Smoothrock Camp, near Armstrong, Ontario using a Cessna 180 aircraft bearing registration C-FSRQ, to transport luggage, without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

OC Transpo

Date of Issuance : July 27, 2009

On or about June 26, 2009, the OC Transpo bus operator arriving at Bayshore station did not call out the Bayshore station stop, a major bus stop, thereby not complying with an Agency Decision No. 85-AT-MV-2009 made under subsection 172(3) Canada Transportation Act requiring the taking of corrective measures.

On or about July 19, 2009, the OC Transpo bus operator did not call out the Lansdowne stop as requested by a passenger, thereby not complying with Agency Decision No. 85-AT-MV-2009 made under subsection 172(3) of the Canada Transportation Act requiring the taking of corrective measures.

Government of Nova Scotia – Department of Natural Resources – Aviation Services

Date of issuance: July 24, 2009

(1) On or about July 31, 2008, the Government of Nova Scotia – Department of Natural Resources – Aviation Services operated an air service between Country Island, Nova Scotia Canada and Shubenacadie, Nova Scotia Canada using an aircraft bearing registration C-GPNS, to transport cargo (goods), without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

(2) On or about September 10, 2008, the Government of Nova Scotia – Department of Natural Resources – Aviation Services operated an air service between Shubenacadie, Nova Scotia Canada and Halifax, Nova Scotia Canada using an aircraft bearing registration C-FDNR, to transport passengers, without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

(3) On or about September 24, 2008, the Government of Nova Scotia – Department of Natural Resources – Aviation Services operated an air service between Shubenacadie, Nova Scotia Canada and Country Island, Nova Scotia Canada using an aircraft bearing registration C-FDNR, to transport passengers, without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

(4) On or about April 24, 2009, the Government of Nova Scotia – Department of Natural Resources – Aviation Services operated an air service between Shubenacadie, Nova Scotia Canada and Country Island, Nova Scotia Canada using an aircraft bearing registration C-GLAF, to transport passengers, without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

TUI Airlines Nederland B.V

Date of issuance: June 22, 2009

On or about June 4, 2009, TUI Airlines Nederland B.V violated subsection 18(c) of the Air Transportation Regulations by operating an air service from Toronto, Canada to Cyprus under a name other than that specified in its license.

Date of issuance: June 8, 2009

On or about July 9 and 13, 2008, E.V.E.M Ltd. operated a publicly available air service between Whitehorse and Coghlan Lake using a Cessna 180B aircraft bearing registration C-FJOD, to transport passengers, without holding a license issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

On or about May 28, 2009, Aeroflot – Russian Airlines violated subsection 129(1) of the Air Transportation Regulations by not immediately filing with the Agency an appropriate tariff, to become effective not less than one working day after the date of filing, that restores the provision replaced by the suspended or disallowed provision.

Date of issuance: May 25, 2009

(1) On or about the June 23, 2008, Alpine Aviation Corporation operated an air service between Toronto, Ontario Canada (CYYZ) and Atlanta, Georgia USA (KFTY) using an aircraft bearing registration N42FL, to transport passengers, without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

(2) On or about August 6th and 7th, 2008, both dates inclusive, Alpine Aviation Corporation operated an air service between White Plains, New York USA (KHPN) - St. Thomas, Ontario Canada (CYQS) and Thomas, Ontario Canada (CYQS) - White Plains, New York USA (KHPN) using an aircraft bearing registration N907JE, to transport passengers, without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

(3) On or about the September 12, 2008, Alpine Aviation Corporation operated an air service between White Plains, New York USA (KHPN) - Toronto, Ontario Canada (CYYZ) and Toronto, Ontario Canada (CYYZ) - White Plains, New York USA (KHPN) using an aircraft bearing registration N907JE, to transport passengers, without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

(4) On or about December 18 and 19, 2008, both days inclusive, Alpine Aviation Corporation operated an air service between Albany, New York USA (KALB) - Halifax, Nova Scotia Canada (CYHZ) and Halifax, Nova Scotia Canada (CYHZ) - Windsor Locks, Connecticut USA (KBDL) using an aircraft bearing registration N907JE, to transport passengers, without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.

Date of issuance: April 15, 2009

Between July 9, 2008 and March 1, 2009, Marina District Development Company and Marina District Finance Company dba Borgata Hotel Casino & Spa operated 10 flights transporting passengers between Atlantic City, New Jersey, USA and Montreal, Quebec, Canada and Toronto, Ontario, Canada using its two BAE 125 Series 800A aircraft bearing registration N2QG and N3QG, without holding a license issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act.
