On or around April 13, 2011, Aéroclub de Montréal Inc. / Montreal Flying Club Inc., carrying on business as “Univair,” violated subsection 8.2(4) of the Air Transportation Regulations bynot maintaining passenger and third party liability insurance coverage for an air service using an aircraft with flight crew provided by another person, i.e., the Pilatus PC-12 bearing registration C‑GRDC under the charter of Pascan Aviation Inc.

Air Liaison Inc. 

Date of issuance: March 20, 2012

On or around November 23, 2012, in or near Baie-Comeau, Quebec, Canada, Air Liaison violated the following sections of the Canada Transportation Act: subsection 67.(3) and paragraphs 67.(1)(a) and 67.(1)(a.1). Air Liaison also contravened subsection 8.5(1) of the Air Transportation Regulations and sections 4 and 11 of the Personnel Training for the Assistance of Persons with Disabilities Regulations. Air Liaison was also in contravention as it did not publish a tariff for its domestic service, it did not put up a sign indicating that the tariff is available to the public for consultation, did not publish the conditions of carriage on its Web site, did not provide public notice of operating an air service using a third-party aircraft and crew, did not ensure that its employees and contractors had received training and did not have a training program to submit for inspection.

9215-9342 Québec Inc., carrying on business as “Évasion Hélicoptère” violated section 59 of the Canada Transportation Act by publicly offering for sale a corporate charter air service through its Web site without having the necessary licence issued by the Agency.

Thereby contravening section 59 of the Canada Transportation Act, S.C., 1996, c. 10, as amended.

Between July 8 and July 11, 2010, both dates inclusive, Guardian Eagle Co. operated an air service between St. Paul Holman Airport, Minnesota  and Sawyer County Airport, Hayward, Wisconsin, USA and DeLessepps Lake/Guardian Eagle Resort/Lodge, Ontario, Canada and between DeLessepps Lake/Guardian Eagle Resort/Lodge, Ontario Canada,  and Sawyer County Airport, Hayward, Wisconsin and Anoka County Airport, Blaine, Minnesota, USA, using a Beechcraft King Air 200 aircraft bearing registration N646DR, to transport passengers without holding a licence issued in respect of that service, thereby contravening paragraph 57(a) of the Canada Transportation Act, S.C.,1996, c. 10, as amended.

Between July 8 and July 18 2010, both dates inclusive, Guardian Eagle Co. operated an air service between Anoka County Airport, Blaine, Minnesota, and Sawyer County Airport, Hayward, Wisconsin, USA and DeLessepps Lake/Guardian Eagle Resort/Lodge Ontario, Canada and between DeLessepps Lake/Guardian Eagle Resort/Lodge, Ontario Canada, and Ely Airport, Minnesota, and  Sawyer County Airport, Hayward, Wisconsin and Anoka County Airport, Blaine, Minnesota, USA and between Anoka County Airport, Blaine, Minnesota, USA and DeLessepps Lake/Guardian Eagle Resort/Lodge, Ontario, Canada and Anoka County Airport, Blaine, Minnesota, USA and Sioux Lookout Airport and DeLessepps Lake/Guardian Eagle Resort/Lodge, Ontario, Canada, using a Cessna 421 aircraft bearing registration N5449J, to transport passengers without holding a licence issued in respect of that service, thereby contravening paragraph 57(a) of the Canada Transportation Act, S.C.,1996, c. 10, as amended.

Jennings River Air Services Inc.

Date of issuance: July 28, 2011

Between August 6 and 7, 2010, both dates inclusive, Jennings River Air Services Inc. operated an air service between Swan (Lake) and Goodwin (Lake) and between Big Foot (Lake) and Acon (Lake) using a Cessna 180 aircraft bearing registration C-FILD, to transport passengers without holding a licence issued in respect of that service, thereby contravening paragraph 57(a) of the Canada Transportation Act, S.C., 1996, c. 10, as amended

Yukon Stone Outfitters Ltd.

Date of issuance: September 1, 2011

On or about September 19, 2010, Yukon Stone Outfitters Ltd. operated an air service between Lapie Lake, Yukon Territory and their Yukon Territory hunting camps using a Piper PA-18-150 aircraft bearing registration  C-GQHC, to transport cargo without holding a licence issued in respect of that service, thereby contravening paragraph 57(a) of the Canada Transportation Act, S.C.,1996, c. 10, as amended.
