APPLICATION by Irving Oil Commercial GP, pursuant to the Coasting Trade Act, S.C., 1992, c.31, for a licence.

Irving Oil Commercial GP applied, through its representative, for a licence to use the “PARAMOUNT HELSINKI”, a crude oil tanker registered in the Isle of Man, to transport approximately 675,000 (+ ‑ 5 percent) barrels of Terra Nova crude oil, in one voyage, from Whiffen Head, Newfoundland and Labrador to Canaport, in Saint John, New Brunswick, and/or possibly other locations within Atlantic Canada, and/or Portland, Maine, United States of America. The activity will start on or about January 7 and end on or about February 6, 2017.


Is there a suitable Canadian ship available to perform the activity?


Canadian Transportation Agency (Agency) staff gave notice of the application to the Canadian marine industry and no Canadian ships were offered. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.

The Agency is providing this determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Decision is not an authority to operate.
