APPLICATION by Sabourin Lake Airways Limited for authority to also use fixed wing aircraft in Group D and to amend the name of the base Cochenour to read Red Lake/Cochenour, Ontario under Licence No. 883164.

Sabourin Lake Airways Limited (hereinafter the applicant) has applied to the National Transportation Agency for authority to operate the service and the amendment set out in the title. The application was received on January 6, 1992 and was complete and ready for processing on January 27, 1992.

Under Licence No. 883164, the applicant is authorized to operate a Class 4 Charter domestic service using fixed wing aircraft in Groups A, B and C, from a base at Cochenour, Ontario.

Notice of the application was published on February 12, 1992 in the newspaper of the area concerned and copies of the notice were sent to selected air carriers and to others believed to be interested. No interventions opposing the granting of the application were filed with the Agency.

By letter dated March 31, 1992, the Agency advised the applicant that no opposing interventions had been received and that it should therefore file Section II of its application within one year from the date of the letter.

The applicant has now filed Section II of its application. The Agency has reviewed the material filed and is satisfied that the applicant meets the requirements set out in paragraph 72(2)(a) of the National Transportation Act, 1987, R.S.C., 1985, c. 28 (3rd Supp.) in respect of the authority to use fixed wing aircraft in Group D for the transportation of goods only from a base at Red Lake/Cochenour, Ontario.

After consideration of the application to amend Licence No. 883164 by changing the name of the base to read Red Lake/Cochenour, the Agency deems it in the public interest to amend the said licence by changing the base of operation. Accordingly, Licence No. 883164 is hereby amended pursuant to subsection 72(4) of the National Transportation Act, 1987, by changing the name of the base to Red Lake/Cochenour.

To make provision for the level of charter domestic service to be consistent with demand anticipated by the applicant and in accordance with the applicant's indicated intentions, the Agency finds it in the public interest to authorize the Licensee to also use fixed wing aircraft in Group D.

Condition No. 1 of Licence No. 883164 is hereby amended to read:

The Licensee is authorized to use fixed wing aircraft in Groups A, B, C and D (limited to the transportation of goods only in Group D).

Accordingly, a new document of licence, bearing Licence No. 883164 authorizing Sabourin Lake Airways Limited to operate its service from a base at Red Lake/Cochenour, Ontario, will be issued.
