APPLICATION by Irving Oil, pursuant to the Coasting Trade Act, S.C., 1992, c. 31, for a licence.
Irving Oil applied, through its representative, for a licence to use the “NOR’EASTER”, a Marshall Islands tanker, to transport clean petroleum products, in two voyages, from Saint John, New Brunswick to be discharged in Dartmouth, Nova Scotia, and/or Canaport, Saint John, New Brunswick and/or Come By Chance, Newfoundland and Labrador and/or Portland, Maine, United States of America, via pipeline to Montréal, Quebec, and/or Halifax, Nova Scotia, and/or Point Tupper, Nova Scotia, commencing on or about December 4 and ending on or about December 17, 2013.

FACTS AND DETERMINATION
Canadian Transportation Agency (Agency) staff gave notice of the application to the Canadian marine industry and no Canadian ships were offered. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.
The Agency is providing this determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Decision is not an authority to operate.
