APPLICATION by P.F. Collins Customs Broker Ltd. on behalf of Friede Goldman Newfoundland, pursuant to the Coasting Trade Act, S.C., 1992, c. 31, for a licence to use the "US 102", a Norwegian flat top barge, as a spacer and work platform between the Cow Head pier and the drilling rig "Henry Goodridge", in Mortier Bay, Newfoundland while repairs and modifications are being effected during the period commencing on January 7, 2000 and ending on January 31, 2000.

P.F. Collins Customs Broker Ltd. on behalf of Friede Goldman Newfoundland, has applied to the Minister of National Revenue for a licence to operate the service set out in the title. The matter was referred to the Canadian Transportation Agency (hereinafter the Agency) on December 24, 1999.

In its Decision No. 615-W-1999 dated November 3, 1999, the Agency determined, pursuant to subsection 8(1) of the Coasting Trade Act that there was no suitable Canadian ship available to provide the service or perform the activities described in the application for the period of November 7, 1999 to January 6, 2000. The present application is for an extension of the period to perform other modifications required to the drilling rig "Henry Goodridge". The Agency examined the matter and determines that no other vessel could be considered at this time for this specific activity.

In light of the foregoing, the Agency has determined, pursuant to subsection 8(1) of the Coasting Trade Act that there is no suitable Canadian ship available to provide the service or perform the activities described in the application.

This determination will be provided to the Minister of National Revenue for any necessary action as provided for in the Coasting Trade Act.

This Decision does not constitute an authority to commence operations in respect of the service for which application has been made.
