Application by Foss Maritime Company for a coasting trade licence to operate the "FOSS 248-P-2" and the "FOSS 248-P-3", American barges
This is further to the above noted application for a Coasting Trade Licence, received by the Canadian Transportation Agency (the Agency) on December 15, 1998, requesting an open waiver to use the vessels set out above to provide fuel oil to various pulp and paper mills on Vancouver Island, out of Vancouver B.C., during the period commencing on or about January 1, 1999, and ending on December 31, 1999.
The Agency has considered the application, the offer and the reply submitted by Foss Maritime Company (Foss Maritime) on January 4, 1999, which included a modified application form. The Agency treats this new information as part of the pleadings, and notes the new requirement for a vessel with a capacity of 25,000 to 30,000 barrels. The Agency also notes that the application does not provide specific information concerning the precise dates and the transportation needs during the mentioned period.
In order to proceed to a determination, pursuant to paragraph 4(1)a) of the Coasting Trade Act, the Agency requests that Foss Maritime Company submit additional information concerning the transportation requirements: the loading and unloading points, the dates or frequency of the voyages; as well as justification for vessels with a capacity in excess of 25,000 barrels.
Foss Maritime Company is hereby requested to submit the required information, simultaneously sending a copy to the interested parties, before 5:00 p.m. on January 12, 1999. Seaspan International Ltd. and ICS Petroleum Ltd. will then have until 5:00 p.m. on January 14, 1999 to comment.
