Coasting trade application to use unknown tanker(s)

File No.:
W9125/I20/03-1

This is further to the Coasting trade licence application filed by Imperial Oil Ltd. (hereinafter the applicant) to use an unknown number of unidentified tankers to carry crude oil, on an as required basis, from Whiffen Head, Newfoundland to Dartmouth, Nova Scotia and/or Portland, Maine, United States of America via pipeline to Montréal and then to Nanticoke or Sarnia, Ontario, during a period of six months from June 1 to November 30, 2003.

The Canadian Transportation Agency (hereinafter the Agency) has determined that the present application cannot be processed as, because it is an application for a blanket waiver for foreign vessels, it is speculative in nature and does not permit the Agency to conduct a meaningful search to determine the availablity of suitable Canadian tankers. Furthermore, the Agency is of the opinion that it can address any urgent requirement in a timely fashion and, as such, this cannot justify the acceptance of a speculative application for a six month period blanket waiver for foreign vessels.

The application is therefore being returned, as unacceptable, due to its entirely speculative nature, and the lack of precise dates for the proposed activity. Should the need arise, a specific application should be submitted, and it will be treated with due consideration.
