APPLICATION by DeepOcean UK Limited, pursuant to the Coasting Trade Act, S.C., 1992, c. 31, for a licence.

Case number: 

DeepOcean UK Limited (DeepOcean) applied, through its representative, for a licence to use the "MAERSK CONNECTOR", a cable laying and repair ship registered in Denmark, to replace two cables located between Deer Island, Campobello Island and Grand Manan Island near the entrance of the Bay of Fundy, New Brunswick. The activity is between August 1, 2019 and November 29, 2019.

Is there a suitable Canadian ship available to perform the activity?

On May 21, 2019, Canadian Transportation Agency (Agency) staff gave notice of the application to the Canadian marine industry. Pursuant to the notice, operators of Canadian registered ships who intended to file with the Agency an objection to the application or an offer of a ship to perform the activity described in the application were required to do so by May 31, 2019.

On May 31, 2019, Horizon Maritime Services Ltd. (Horizon Maritime) filed with the Agency an objection to DeepOcean's coasting trade licence application for the use of the " MAERSK CONNECTOR " and offered two Canadian-registered ships to perform the activity described in the application.

On July 2, 2019, Horizon Maritime advised the Agency that it was withdrawing its objection to the application. No other Canadian ships were offered.

In light of the above, the Agency determines that there are no suitable Canadian ship available to perform the activity.

The Agency is providing this Determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Determination is not an authority to operate.
