Results of an investigation conducted by a designated enforcement officer of the Canadian Transportation Agency (Agency) indicate that CKI Air Services Inc. has contravened section 59 of the Canada Transportation Act in that, on or about May 11, 2016, it publicly offered for sale, by way of printed paper advertisement flyers, an air service without holding a licence issued by the Agency in respect of that service.

Results of an investigation conducted by a designated enforcement officer of the Canadian Transportation Agency (Agency) indicate that Talon Air Inc. has violated subsection 74(2) of the Canada Transportation Act in that it operated a Canadian originating entity passenger fifth freedom flight without holding the proper program permit issued by the Agency in respect of that service and contrary to terms and conditions of Talon Air Inc.'s non-scheduled international licence.

Results of an investigation conducted by a designated enforcement officer of the Canadian Transportation Agency (Agency) indicate that Aeroenlaces Nacionales S.A. de C.V c/b/a Vivaaerobus has contravened section 59 of the Canada Transportation Act in that it publicly offered for sale an air service by way of its website www.vivaaerobus.com, in addition to selling its air services to Shy Aviation Canada Inc., a Toronto, Ontario, Canada based company, for flights to take place in February 2016 between Toronto, Ontario, Canada and Los Cabos, Mexico, without holding a licence issued by the Agency in respect of that service.

Results of an investigation conducted by a designated enforcement officer of the Canadian Transportation Agency (Agency) indicate that Helicocorp Services inc. has contravened paragraph 8.2(4) of the Air Transportation Regulations (ATR) in that it failed, on or about August 27, 2016, to maintain passenger and third party liability insurance coverage for its air service using an aircraft with flight crew provided by Go Helico Inc.

A) On or about December 14, 2015, Med Jets S.A. de C.V. operated an air service between Cozumel, Mexico and Ottawa, Ontario, Canada using a Lear Jet 55 type aircraft bearing registration XA-UCI, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.

B) On or about December 31, 2015, Med Jets S.A. de C.V operated an air service between Chihuahua, Mexico and Kamloops, British Columbia, Canada using a Learjet 55 type aircraft bearing registration XA-UCI, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.

C) On or about January 1, 2016, Med Jets S.A. de C.V operated an air service between Yuma, Arizona, USA and Kamloops, British Columbia, Canada using Lear Jet 55 type aircraft bearing registration XA-UCI, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.

D) On or about January 11, 2016, Med Jets S.A. de C.V. operated an air service between Phoenix, Arizona, USA and Kamloops, British Columbia, Canada using a Lear Jet 55 type aircraft bearing registration XA-UCI, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.

E) On or about February 2, 2016, Med Jets S.A. de C.V. operated an air service between Pereira, Columbia and Vancouver, British Columbia, Canada using Lear Jet 55 type aircraft bearing registration XA-UCI, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.

F) On or about March 1, 2016, Med Jets S.A. de C.V. operated an air service between Mazatlan, Mexico and Victoria, British Columbia, Canada using Lear Jet 25 type aircraft bearing registration XA-UTV, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.

G) On or about March 15, 2016, Med Jets S.A. de C.V. operated an air service between Puerto Vallarta, Mexico and Vancouver, British Columbia, Canada using Lear Jet 25 type aircraft bearing registration XA-UTV, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.

H) On or about March 29, 2016, Med Jets S.A. de C.V. operated an air service between Mazatlan, Mexico and Kelowna, British Columbia, Canada using Lear Jet 25 type aircraft bearing registration XA-UTV, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.

I) On or about April 2, 2016, Med Jets S.A. de C.V. operated an air service between Phoenix, Arizona, USA and Calgary, Alberta, Canada using Lear Jet 25 type aircraft bearing registration XA-UTV, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.

On or about August 24, 2016, Alitalia - Società Aerea Italiana S.p.A. violated paragraph 135.8(1)(d) of the Air Transportation Regulations by not providing a breakdown of the name and amount of each tax, fee or charge relating to the air service that is a third party charge on the booking system found on the website Alitalia.com (Canadian edition).

Central North Airways

Results of an investigation conducted by a designated enforcement officer of the Canadian Transportation Agency (Agency) indicate that Central North Airways has contravened section 59 of the Canada Transportation Act in that it was publicly offering for sale an air service by way of its website www.centralnorthflyingclub.com, business cards and advertising sign posted at its North Bay Airport office, without holding a licence issued by the Agency in respect of that service. The word "charter" was being promoted and offered to the public as an air service by Central North Airways. Licence Nos. 040062 and 040063 were fully suspended on January 13, 2015 and fully cancelled on January 14, 2016 by Agency Order No. 2015‑A-6.

A) On or about the July 27, 2015, Compañía Ejecutiva, S.A. de C.V. dba “FirstJet” operated an air service between Dijon, France (LFSD) via Keflavík, Iceland (BIKF) and Charlottetown, Prince Edward Island, Canada (CYYG), using a Embraer Legacy 600 aircraft bearing registration XA-MAX, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.

(B) On or about July 28, 2015, Compañía Ejecutiva, S.A. de C.V. dba “FirstJet” operated an air service between Charlottetown, Prince Edward Island, Canada (CYYG) and Oakland, California, USA using a using a Embraer Legacy 600 aircraft bearing registration XA-MAX, to transport passengers without holding a licence issued in respect of that service, thereby violating section 57(a) of the CTA.
