APPLICATION by Fednav Limited, pursuant to the Coasting Trade Act, S.C., 1992, c. 31, for a licence.

Fednav Limited applied, through its representative, for a licence to use one of the following ships: the "FEDERAL SABLE", the "FEDERAL SKEENA", the "FEDERAL SKYE", the "FEDERAL SPEY", the "FEDERAL SPRUCE", the "FEDERAL SUTTON" or the "FEDERAL SWIFT", all of which are ice-classed bulk carriers registered in the Marshall Islands, to transport approximately 28,000 metric tonnes of nickel ore concentrate, in one voyage, from Glencore's Raglan mine in Deception Bay, Quebec to Québec, Quebec, for furtherance to the smelter facility in Sudbury, Ontario. The activity will start on September 1, 2018 and will end on October 31, 2018.

Is there a suitable Canadian ship available to perform the activity?

Canadian Transportation Agency (Agency) staff gave notice of the application to the Canadian marine industry and no Canadian ships were offered. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.

The Agency is providing this Determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Determination is not an authority to operate.
