APPLICATION by Petro-Nav Inc., pursuant to the Coasting Trade Act, SC 1992, c 31 (Act), for a licence.

Petro-Nav Inc. applied to the Minister of Public Safety and Emergency Preparedness (Minister), for a licence to use the Harbour Feature, an oil/chemical tanker registered in Portugal, to transport clean petroleum products, in multiple voyages of approximately 15,000 to 16,000 cubic metres each, from Montréal, Quebec, to Oakville, Ontario, and/or Lewisporte, Newfoundland and Labrador, and/or Port aux Basques, Newfoundland and Labrador; from Lévis, Quebec, to Sydney, Nova Scotia, and/or Corner Brook, Newfoundland and Labrador, and/or Sept-Îles, Quebec, and/or Port-Cartier, Quebec, and/or Gaspé, Quebec; from Québec, Quebec, to Hamilton, Ontario; and from Sarnia, Ontario to Oakville. The activity will start on or about September 13, 2022, and will end on or about October 15, 2022.

To support the licensing process, the Canadian Transportation Agency (Agency) must determine under section 8 of the Act whether a suitable Canadian ship is available to provide the service.

Agency staff gave notice of the application to the Canadian marine industry, and no Canadian ships were offered. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.

The Minister considers the Agency's Determination in deciding whether to issue the licence. This Determination is not an authority to operate.
