Administrative Burden Baseline Count and Annual Updates (2021)

In its Red Tape Reduction Action Plan, the Government committed to build on the efforts of the Paperwork Burden Reduction Initiative by requiring departments and agencies, through the Administrative Burden Baseline, to provide a count of the requirements in federal regulations that impose an administrative burden Footnote 1 on business.

Overview

Last reporting period, due to the severe financial and operational challenges arising from the COVID-19 pandemic for carriers and terminal operators, the Canadian Transportation Agency (CTA) issued the Accessible Transportation for Persons with Disabilities Regulations Application Exemption Order (SOR/2020-125) on June 1, 2020, which provided some temporary exemptions from certain specific requirements of the Accessible Transportation for Persons with Disabilities Regulations (ATPDR) until December 31, 2020.

As a result, the coming into force date of certain sections of the ATPDR were postponed until January 1, 2021 and consequently impact the administrative burden count within this reporting period.

Summary

All federal regulations that are administered by the CTA that have requirements that impose administrative burden on business are identified below. The total 2021 count is 458. The total June 30, 2014 baseline count is 545.

The CTA’s total count of administrative burden requirements increased from 432 on June 30, 2020 to 458 on June 30, 2021. This increase in administrative burden over the reporting period is due to the ATPDR.
