Determination No. A-2017-84

The Licensee has applied to the Canadian Transportation Agency (Agency) for the renewal of temporary licences to operate international air services on a scheduled basis between Canada and various countries.

The Licensee is currently licensed to operate such services to the following countries:

Large and all-cargo aircraft through code sharing valid until June 30, 2017:

• Angola (Licence No. 100051)
• Cameroon (Licence No. 100052)
• Ghana (Licence No. 100071)
• Uganda (Licence No. 100073)
• Congo (Licence No. 100101)
• Iran (Licence No. 090077)
• Sudan (Licence No. 100104)

Large aircraft through code sharing valid until June 30, 2017:

• Lebanon (Licence No. 100018)

Medium, large and all-cargo aircraft through code sharing valid until June 30, 2017:

• Bolivia (Licence No. 150031)

Medium, large and all-cargo aircraft valid until June 30, 2017:

• Grenada (Licence No. 030161)

The authorities requested by the licensee are extra‑bilateral because there is no agreement or arrangement between Canada and these countries which provides for the operation by an air carrier of a scheduled international air service between Canada and these countries.

Prior to operating an international air service, the licensee must, in addition to holding a licence, hold a valid Canadian aviation document and have the prescribed liability insurance coverage. The Agency is satisfied that the licensee meets those requirements.

The Agency considers it appropriate that the licences be valid until June 30, 2018. Accordingly, the Agency, pursuant to subsection 78(2) of the CTA, varies Condition No. 2 of the above noted licences to read:

This licence shall terminate on June 30, 2018.

Any similar requests for a subsequent authority shall be submitted to the Agency for approval one month prior to the expiry of the licences.
