(A) On or about January 4, 2024, at Toronto Pearson International Airport (CYYZ), Flair Airlines Ltd. failed to provide the passengers, by means of an audible announcement, the reason for the delay for flight number F81602, thereby contravening subsection 13(4) of the Air Passenger Protection Regulations.
