(A) On or about March 19, 2023, at Vancouver International Airport (CYVR), Japan Airlines Co., Ltd. failed to provide the passengers, by means of an audible announcement, the reason for the delay for flight number JL17, thereby contravening subsection 13(4) of the Air Passenger Protection Regulations (APPR).
